    Default Ghana: Legon's ICT to Widen Tertiary Education Access

    The University of Ghana has commissioned a new ultra-modern Network Operations Centre (NOC) which will serve as a center for delivering ICT-based Distance Education and also integrate ICT teaching, learning and research into the university's academic work.

    According to the Vice Chancellor of the University, Professor C.N.B.Tagoe, the ICT-based Distance Education is one of the key strategies of the University in improving upon the quality of teaching and learning and also to widen access to tertiary education in the country using Information Communication Technologies (ICTs).

    He disclosed that the government, through the Ministries of Education, and Finance and Economic Planning, supported the University with the necessary financial support through a Chinese credit facility."We at the University of Ghana are extremely grateful to partner the government in fulfilling the national agenda of making tertiary education widely accessible so the human resource capacity needed for the development of the country will be accelerated.

    "The newly completed NOC is the ICT powerhouse and a great national asset. It is a hub that will power the ICT-based Distance Education. It will also power the system for e-learning, school management, e-library-mail and Internet facility. We at the University are excited that the vision of integrating ICT into teaching, learning and research is becoming a reality," he added.

    Prof. Tagoe maintained that with the completion of the NOC there were all indications that they were on track to appropriating the investments for the desired impact on the country's social and economic development.

    In a speech read on his behalf, the Minister of Education, Mr Alex Tettey-Enyo maintained that with the improvement of the ICT infrastructure on campus, the way is being cleared for the improvement in quality teaching, learning and research. Besides, it will increase access to University programmes by transforming existing print-mode distance education programme of the University into an ICT-based version.

    He explained that the e-learning system will enable the Institute of Continuing and Distance Education (ICDE) to administer its current print-mode distance education programme as an ICT-based one across 10 regions of Ghana.

    "As one of the development trends of the world today-education is a major breakthrough in education that is traditionally characterized by face-to-face instructions. Furthermore, this mode of education can enhance the education quality effectively by making learning more interesting and changing passive learning to active.

    "We are encouraged and inspired by the commitment and passion of the University authorities on one hand and the contractors on the other to the project and hope that this pathfinder ICT project would initiate a new drive in the development of education in Ghana. We trust that all stakeholders will cooperate and learn to quickly adapt to the changes that will accompany the deployment of this e-education platform," he added.

    The Economic and Commercial Counselor of the People Republic of China, Hu Yujie, noted that the ICT "based distance education project is one of the major Sino-Ghana cooperation project funded by Peoples' Republic of China with a concessional loan of USD 8.5 million.

    He also expressed his delight at the commissioning of the project and hoped that many prospective students who do not gain admission to the University will have the opportunity to continue their education.
